Session 1. Use of transboundary water resources

Water diplomacy” must become a tool for preventing conflicts between countries and strengthening their mutual trust. BRICS member countries’ experience presents examples of best practices in this area. Development of  international cooperation mechanisms by BRICS countries is aimed at managing transboundary waterways and basins in a conflict-free, fair manner, stepping up information exchanges and collaboration.
BRICS countries face common problems in developing and improving institutional mechanisms and methodologies for integrated management of water resources. A major aspect of this problem is integrated water resources management to ensure sustainable development and environment protection. Adequate solutions must be based on the basin management principle; BRICS countries’ experience offers examples of relevant successful practices. Particularly close cooperation is required in monitoring transboundary waters: that’s the only way to regularly obtain information about water quality, design common standards for and indicators of transboundary waters’ quality.

Session Chair: Vadim A. Nikanorov, Acting Head of the Federal Agency for Water Resources
Vadim Nikanorov was born on 28 February 1960 in Grozny, the Chechen Republic. In 1982 he graduated from the Rostov State University in the specialty "Hydrogeology and Engineering Geology", he was qualified as an engineer-geologist. He did postgraduate course at the Novocherkassk Polytechnic Institute. He is the candidate of geological-mineralogical sciences, the author of many publications in the field of water management. From 1982 to 1995 he worked in various positions in Kavminvodskoy hydrogeological expedition. From 1995 to 1997 he was the Director of Zheleznovodsk branch of OOO "Company BNF". From 1998 to 2011 Nikanorov V.A. operates in the public service: the Committee for Natural Resources of the Rostov region, the Department of Natural Resources in the Southern region of the Ministry of Natural Resources and the Environment of the Russian Federation (MNR), in the Department of State Control and Perspective Development of Natural Resources and Environmental Protection of MNR for the Southern Federal District, in the Environmental Protection Committee and natural resources Administration of the Rostov region. From 2004 to 2011 he was the head of the Don Basin Water Management Federal Water Resources Agency. From 2011 to 2016 - Deputy Head of the Federal Agency for Water Resources. June 9, 2016 order of Prime Minister Dmitry Medvedev appointed acting head of the Federal Agency for Water Resources. The actual 3rd class adviser of the Russian Federation. Honorary Worker of Water Resources.

Deputy Session Chair: Tatyana V. Bokova, Deputy Head of the Federal Agency for Water Resources
Tatiana Bokova was born in Moscow on November 4, 1967. In 1989 she graduated from the Monetary Department (Faculty of International Economics) of Moscow State Institute of International Relations (MGIMO). From 1992 to 2001 Tatyana Bokova worked in international companies and organizations. From 2001 to 2008 she worked in the Russian Presidential Administration. From 2008 to 2012 Tatyana became Deputy executive director of the Foundation "Russian world", created by Presidential Decree. From 2013 to 2014 - Director of the "Center for International Education", the vice-president of the Foundation "Mercy". From 2014 to 2015 T.V. Bokova worked in the Russian Federation President Office of Public Service and the staff of the Presidential Administration. She was awarded with the gratitude of the President of the Russian Federation. From January 2015 - she was the Deputy Head of the Federal Agency for Water Resources. State Advisor of the Russian Federation, 3rd class. Fluent in English, German.Hobby:Member of the Moscow Union of Writers since 1996, author of over 80 books for children. Winner of the "Crown" Moscow Union of Writers in 2002, winner of the All-Russian competition of literary works for children, "Scarlet Sails" in 2008, winner of the All-Russian National Contest "Book of the Year" in the category "Together with the book we grow," 2010.
