Session 2. Water resources management

Complex water systems include cascades of water reservoirs which are primarily important from energy generation point of view, but in reality are utilised for multiple different purposes at the same time leading to a conflict of various users’ contradictory interests; inter-basin runoff diversion systems; combined water resources systems, etc. Managing such systems involves dealing with complex legal, economic, and organisational problems. The current situation is aggravated by the climate change which already forces us to review and adjust flow characteristics, take into account increased risks of prolonged low water levels and extreme spring floods, review exploitation regimes of water storage reservoirs, hydraulic facilities, and water systems.

Managing water resources is made significantly more difficult by their increasingly unstable characteristics (as described in hydrological forecasts), due to both natural and anthropogenic reasons, and uncertain socio-economic conditions for their exploitation (demands by water consumers and users, environmental requirements, changing legislation). A particular problem is lake management, including transboundary lakes (in Russia, China, India, Brazil).

Alexey Kosolapov is a Doctor of Technical Sciences, Director of the Federal State Budget Institution of the Don Basin Water Management Information-Analytical Center (FGU "Donvodinformtsentr"), professor, head of department "Water resources, hydraulics and Mathematics" Novocherkassk Engineering ameliorative Institute. A.K.Kortunova VPO "Don State Agrarian University" was born on July 26 1953 goda in Novocherkassk, Rostov region. In 1975 he graduated from the Rostov State University, majoring in economic cybernetics, in 1979 he graduated from the graduate school at Southern Research Institute of Hydraulic Engineering and Land Reclamation, in 1983 he defended his thesis, awarded the degree of candidate of technical sciences,defended his doctoral thesis in 1996, in 1999 was awarded the title of professor. Key research areas Kosolapov associated with the development of the methodology of planning and management of water resources, restoration, protection and management of water facilities, management of complex water systems, the creation of river basin water management systems through the development and implementation of the activities of federal and regional authorities Service Water Resources modern information and computer technologies. Kosolapov  is the author of over 200 scientific and educational works. Under his leadership and with direct participation performed more than 120 research and development activities in accordance with the plans of the SCS & T, Ministry of Water Resources of the RSFSR, the Russian Federation, the Committee on Water Resources, Ministry of Natural Resources of Russia, Federal Agency for Water Resources, as well as commercial contracts with scientific, design and production organizations on improvement of the mechanism for the planning and management of water resources. Professor Kosolapov AE He is an expert of international projects in the field of water resources management and environmental protection (China, Mongolia). Kosolapov is a member of the Scientific and Technical Council of the Federal Water Resources Agency and the Interdepartmental Working Group on the settlement of operating modes of the Tsimlyansk reservoir and reservoirs of the Lower Don basin. Alexey Kosolapov has the following awards:
- Awarded two silver medals "Member of ENEA USSR" (1987)
- Awarded the "Certificate of Merit of Ministry of Natural Resources of Russia" (2003)
- Awarded the "Excellence in Water Management" (1999)
- Awarded "Best Scientist of the Year" award of the Governor of the Rostov region (2000)
- Is listed in the Hall of Fame of the Ministry of Natural Resources on the results of 2007
- Awarded by the Joint Committee on the cross-sectoral awards medal "For strengthening the authority of the Russian Science" (2004)
- Awarded the "Honorary conductor of Ukraine" (2008)
- Awarded the "Honorary Worker of the Russian Federation of Water Management" (2009)
